Terms of Reference for Development and Review of Job Descriptions
Introduction: Habitat for Humanity Kenya (hereinafter referred to as HFH Kenya) was established in 1982 with a vision of attaining a nation where every family has a decent place to live. 

HFH Kenya mission is to o assist low income families access decent housing through provision of affordable financial and technical services thereby bearing witness of God’s love for all. HFH Kenya brings people together to build homes, communities and hope. 

HFH Head Office (HO) in Kenya based in Nairobi, exercises oversight of all programs/projects and performs all management, back office and administrative functions. 

Currently there are 5 small field offices that implement the Retail Lending (RL) program. Each office is composed of 1 to 3 employees who work directly with clients, and managed by a senior field officer. 

The offices are located in Kisii, Bungoma, Bomet, Meru/Chuka and Eldama Ravine.

1. Purpose and Scope of work
HFH Kenya is undergoing a strategic transition across its program and operations units and part of its milestones is to ensure that it attracts, develops and retains high performing employees. 

The organization and employee’s success depends upon how well HFH Kenya employees understand their job requirements and the specific tasks their jobs entails and how well they deliver their jobs. 

A good job description provides clarity to both individual and manager for ultimately attaining individual’s objectives, informs job expectations to candidates and serves as a baseline for hiring the right person for the job. 

Further, the job description is an assessment tools which will help in measuring the employee's performance, key performance indicators (KPIs are measurable outcomes tied to specific tasks the job description lists) against the stated job requirements. 

To achieve the above, HFH Kenya is seeking a consultant to review our current JDs and update them in line with best practices and our strategic realignment. 

The scope of the assignment will be limited to all HFH Kenya posts that are included in the functional organogram in line with the new strategic plan.
2. Objectives
a) Revision of existing Jds for different 25 staff currently based at the country office as well as in the field offices and develop or review agreed KPIs against all JDs.
b) Develop job descriptions for 12 new positions in line with the new strategic plan.
3. Methodology
Review and develop all JDs and have a consultative meeting with selected groups in which they are presented and reviewed prior to finalization. 

All JD and KPIs are finalized during a workshop for each job category.

4. Contract period
The duration of this contract will be of two weeks. In case of cut-off date coincides with any holiday, the report should be submitted on the first day following the holiday(s). 

The work schedule will be done in consultation with the Consultant and the Country Director.

5. Outputs
The Consultants shall provide a hard copy and a soft copy of all Job description. Each Job description will also entail the KPIs against these jobs. 

All information arising out of this assignment will be confidential and will remain the property of HFH Kenya.

6. Consultancy fees
Payment of withholding of any income taxes required by the law of Kenya will be made on all payments. 

Your financial proposal should clearly spell out the amount and the basis for the consultancy fee being demanded.
7. Insurance and liabilities
By the terms of this contract the Consultants is not engaged as an employee of HFH Kenya and is, therefore, not entitled to any other staff benefits. 

The Consultant will be responsible for any insurance and taxes arising out of this assignment.
8. Logistics and Procedures
The consultant will be responsible for their travel costs and per diems if necessary (travel cost outside Nairobi will be refunded by HFH Kenya). 

The organization will only provide office space during the consultancy period. 

The consultant will also be allowed to access our Strategic documents solely for reference purpose. 

The consultant shall request the Human Resource office to convene any meeting with staff if necessary.
9. Qualifications of the Consultant.
Consultant should have at the minimum the following qualifications:
  • Relevant degree in social sciences, Human Resources Management or Strategic management.
  • Excellent analytical, writing and facilitation skills
  • Proven expertise in developing HRM policies, procedures and strategies.
  • A minimum of 5 years of proven professional experience in Strategic HRM with bias to non profit making NGOs and not for profit sectors.
